- If the Chinese authorities with whom our Minister at Shanghai is to consult in regard to agenda are the highest national Chinese authorities, I feel that my No. 28, March 5, 9 p.m. to you and my instruction to Minister Johnson of March 5, 9 p.m.53 the text of which was communicated to you in my No. 29, March 5, 10 p.m.,54 sufficiently indicate my views in regard to the points raised in your telegrams 54 and 56.

- It would seem important to get the representatives of the various powers most concerned into conference at Shanghai at the earliest possible moment.
