294. Following from American Consul General at Mukden:
“March 1, 3 p.m. The establishment of the new state was announced officially this morning by Chang Ching-hui at his residence at Mukden. After painting a black picture of conditions in Manchuria and China since the establishment of the Republic the proclamation announces the complete severance of relations with the Republic of China and the establishment of the state of Manchoukuo as well as the fundamental principles on which the new state is established including acknowledgment of debt obligations of the territory and the principles of the open door and equal opportunity.
It was announced that foreign governments will be notified officially.
The Japanese press today state that the inauguration of Pu will occur on March 10th. Myers.”
