287. Following from American Consul General at Harbin:
“February 29, 4 p.m.

Takigawa has informed me that the Chinese Eastern Railway has received from Moscow authorization to furnish a small amount of rolling stock for the transportation of Japanese troops as far as Imienpo in general and as far as Hailin in case of exceptional need, that the railway administration has already agreed with the Japanese military to place three trains at the disposal of the latter and that the Japanese command has not yet decided upon the time of despatching these troop trains because there is hope of reaching a compromise with Ting Chao with whom the Japanese military are negotiating.”
