Department desires, however, to impress upon you and through you upon the American nationals concerned the importance of obtaining, while the evidence is fresh, complete and accurate evidence with respect to any damages suffered by American nationals. This information should indicate the nature and extent of the damage and by whom it was caused, care being taken in connection with this latter point to avoid the possibility of any effort on the part of the contending factions to shift responsibility.
