On the subject of the Nine-Power Treaty I have made public a letter to Senator Borah, the text of which follows. It is sent to you for your information and guidance and that of the delegation.96 You should make the full text available to the press. You may show it to Drummond for the purpose you mentioned. Here follows the text:
