- My British colleague has sent a telegram similar to my February 20, 11 a.m.93 to his Government stating that he is awaiting developments [Page 427] for another 24 hours when if there has been no change he proposes to return to Nanking.

- Unless Department desires me to remain in Shanghai I propose to return to Nanking on Friday.94
- 3.
- Present resistance of Chinese troops is apparently unifying country and seems to center interest upon Central Government.
- 4.
- It appears to me that I can be of greater use near the seat of the Government than here where I find it difficult to keep myself free from purely local matters.
