The Consul General at Shanghai (Cunningham) to the Secretary of State

97. Continuing my daily report No. 95, February 21, 5 p.m.

1.
The Japanese drive has continued past Kiangwan Village and is approaching Tazang. Kiangwan Village is still in the hands of Chinese snipers who have caused heavy casualties to the Japanese. Japanese progress has been slow. The terrain is hooded with creeks and canals along which the snipers are lodged, greatly harassing the enemy advance. The Japanese report that their forces are about 1,500 yards north and south of Kiangwan Village which had not been captured at 11 o’clock this morning. The battle front is believed to occupy approximately 5 miles.
2.
Intermittent exchange of machine guns is still taking place along the Chapei front. Numerous shells continue to fall in the Settlement.
3.
Port congestion continues. The States Steamship Company’s steamship California leaves today, 72 hours behind schedule. Stevedores, working only on day shifts, greatly retard unloading operations. Lighters also are working only on daylight shifts.

Repeated to Legation and Nanking.
