Reference Department’s February 5, 6 p.m. In response to a request received from the Secretary of the Council of the League82 the Department desires that you continue to cooperate with the League Shanghai Committee in preparing as soon as possible a report on present events. You should follow the procedure indicated in the Department’s previous instruction above referred to. Report action taken, and repeat to Nanking.
