36. For the Minister and the Consul General. Reference Minister’s February 18, 11 p.m., in regard to Japanese ultimatum, and Minister’s telegram of February 18, 8 p.m., sent from U.S.S. Houston, last sentence.

- Department approves the Consul General warning Americans residing in Hongkew to avoid places where danger of shelling exists.

- Although it has not been and is not Department’s policy to evacuate American nationals from Shanghai or to discuss possibility of evacuation short of a state of extreme emergency, Department assumes that all practicable measures are being taken (a) for removal of Americans from endangered regions and (b) for possible ultimate evacuation, in case it should become necessary, from Shanghai. Please telegraph what arrangements have been made or are under discussion and what steps the authorities of other countries have taken or are discussing.
