29. The French delegation informs me that they are advised that Johnson has instructions not to cooperate at Shanghai in the endeavor to arrange an armistice. On the contrary the British information, though not so recent, is to the effect that Johnson is cooperating. Please inform me as to facts if convenient.

General impression here is that efforts for the moment should be concentrated on obtaining an armistice but that the distance of neutral zone, 20 kilometers, demanded by the Japanese is exorbitant and Japanese should be pressed to reduce it to reasonable distance, perhaps 1 kilometer.
