17. Paul-Boncour spoke to me this morning begging me to obtain from you most urgently news of the negotiations in the Far East and any advice you cared to give. Speaking as President of the Council, he stated that the situation was daily becoming more difficult and painful and that the time was near when the Council must speak vigorously to the Japanese. He added that he spoke to me with interest for the United States, with admiration for our interest and the deep desire to do nothing to trouble us in our negotiations but the time was now coming when the Council must act.
