Your 35, February 6, 3 p.m.88 When a suitable opportunity offers you may express informally to the Minister for Foreign Affairs the appreciation of the President and myself for the assurance on the part of the Mexican Government that in case of difficulties between the United States and Japan, Mexico would neither directly nor indirectly be allied or associated with Japan. A similar appropriate expression of appreciation may be informally conveyed by you to the Minister of War. You will understand that no publicity for such a message should emanate from any source.
