12. I have just been assured by Consul General Murai that the military force arriving today would not be landed in the International Settlement. That it is the intention to land at Woosung and he believed they had already landed at 5 o’clock. Refer to this office’s telegram No. 8 of February 6th, 5 p.m. Repeated to the Legation, Nanking and Tokyo for information.
