12. Text of communiqué issued after today’s private meeting of Council referred to in my 10⁷⁸ follows:

“The members of the Council other than the parties met at 4:30 to hold an exchange of views. They were of the opinion that in the present circumstances since the steps of the powers brought to the notice of the Council on February 2nd are not terminated a debate on the Sino-Japanese dispute at the public meeting today would not be advisable.”
