Your 47, February 6, 7 p.m.75 Department is telegraphing the American Consul General at Shanghai, authorizing him, if approached by the Japanese authorities at Shanghai and if British and other authorities are so approached, to cooperate in attempt to work out a solution on the basis of the program referred to in your telegram under reference as being proposed by the Japanese.
