Department assumes that the Minister has instructed you that you should cooperate with the members of the Shanghai Commission in studying and reporting upon the facts and causes of the incidents at Shanghai.
2.
You should not sign the report but should address letter to Chairman of Commission, signing as American Consul General, either stating that you concur in the Commission’s report or indicating any particulars [Page 228] in which you do not concur in the report. Telegraph action taken.63
3.
Repeat to Nanking.
