The Secretary of State to the Consul General at Shanghai (Cunningham)

Your February 4, 6 p.m. You may reply to such inquiries that the American Government, as well as other Governments, has made representations to the Japanese Government in regard to the situation at Shanghai, with particular reference to the status of the International Settlement, and that the American Government is doing its utmost to the end that the Settlement shall not be involved in the dispute between China and Japan.
