1. Department approves your joining your colleagues in making representations in the sense indicated.

2. Department has already on basis of your February 3, 2 a.m. and other data instructed Ambassador Tokyo to make a fourth set of representations on this subject.⁴⁷ British Government had instructed British Ambassador Tokyo to make such representations and had suggested to French and Italian Governments they take similar action.

3. Inform Nanking and Legation.
