Department approves your joining your colleagues in making representations in the sense indicated.
2.
Department has already on basis of your February 3, 2 a.m. and other data instructed Ambassador Tokyo to make a fourth set of representations on this subject.47 British Government had instructed British Ambassador Tokyo to make such representations and had suggested to French and Italian Governments they take similar action.
3.
Inform Nanking and Legation.
