The Secretary of State to the Chargé in Great Britain (Atherton)

Washington, January 31, 1932—5 p.m.

45. Inform Prime Minister immediately that I have taken up with the President the matter discussed between him and me by telephone this morning and last evening. We feel that for the moment the project should be postponed. I shall probably later renew conference with regard to it.
