The Consul General at Shanghai (Cunningham) to the Secretary of State

Referring to my telegram January 31, 2 [4] p.m., definitions: “Tongue” should be understood in telegrams to mean that part occupied [Page 144] by Japanese chiefly in Chinese territory. It starts from a point at junction of Jukong and North Szechuan Roads and follows the former west to the railway running to Woosung, thence northeast with the railway to Sawgin Creek north of Hongkew Park following Saw-gin Creek to Settlement boundary at Sawgin Road. “Municipal property and road” in the tongue means Hongkew Park and municipal-owned extra-Settlement roads in the tongue. The Japanese also occupy Yangtzepoo and Hongkew areas in the Settlement.
