For Ambassador Dawes: Embassy’s 824, December 1, 4 p.m. On the subject of bandits, whatever may be included in either the Council’s resolution or the Council President’s statement, I hope the reference may be limited to the protection of Japanese subjects. In your previous telegrams the suggestions concerning such a statement have appeared to refer instead to the indiscriminate chasing of bandits seemingly in areas outside of the Japanese railway zone, and this would be a very dangerous admission.

If the putting down of banditry is to be referred to at all, this Government would much prefer to have it included in the Council President’s statement rather than in the Council’s resolution.
