You should have in mind, as should Tientsin, that the American Government was not a party to the note of July 15, 1902 addressed to the Chinese Government by the representatives of the five powers maintaining at that time the provisional government at Tientsin.

Are there any instances on record in which the Legation or the American consular authorities at Tientsin have joined with others in invoking that paragraph of the note in question which provides that the Chinese Government shall undertake not to station or march any troops within 20 Chinese li of the city or of the troops stationed at Tientsin?
