- Delivery of the memorandum should be made as soon as possible, and in any case within 24 hours, by either yourself or the Ambassador, and you should immediately inform me upon its delivery.

- I welcome the counsel you frankly give, and I understand and appreciate the views expressed by you. However, they are too late to have any effect on the contents of the memorandum—and, incidentally, this is to be delivered not as a “note” but as a “memorandum”—and it should be read to the Foreign Minister prior to being handed him. No comments will be needed, since I have given Debuchi here a copy of the memorandum and interpreted it to him at length.
