Consulate’s 212, October 17, 9 p.m. The Foreign Minister of Norway who is sitting on the Council informed me this morning that he telegraphed last night from Geneva to Norwegian Minister at Tokyo and to Norwegian Consul General at Shanghai an invocation of the Pact of Paris identic with the text cited in the Consulate’s telegram under reference.
