22. Referring to the Department’s No. 10, March 19, 1 p.m. Bethune was released today on bond but nevertheless I have presented our views on incommunicado in a note to the Foreign Office.12
Charges against him are for fraud. Criminal proceedings were instituted by former Chilean agent of General Motors to help them in pending civil suits. Strong indications that proceedings are in the nature of malicious prosecution and I therefore have submitted to the Government informally evidence which indicates this misuse of criminal proceedings in the courts.…
