The Ambassador in Chile (Culbertson) to the Secretary of State

119. Minister for Foreign Affairs today handed me draft of note which he proposes as his reply to note from me of like tenor. Translation follows:
[Here follows the text of the note, which, except for minor changes in wording, is the same as the Foreign Minister’s note of September 28, printed on page 927.]
Unless I receive instructions to the contrary I will exchange notes in these terms with the Minister for Foreign Affairs at 4 p.m., Monday 28th.
The Department will notice that this note secures for the commerce of the United States not only the French rates effective from May 22nd but also a general guarantee of most-favored-nation treatment. Furthermore without committing our Government in advance to any special provisions it leaves the door open for early negotiations of a general commercial treaty.
