93. Chilean Government is seriously considering the establishment of a system of licensing imports and this possibility should be considered in connection with my negotiations for exchange of notes suggested in Department’s telegram No. 30, July 18, 2 p.m. What is the Department’s attitude toward such a practice? Is it sufficient to ask treatment as favorable with respect to commodities, valuations, and quantities as may be accorded to the commerce of any other country? Should we adopt a special policy with reference to products which are imported almost exclusively from the United States?
