67. Embassy’s telegram 64, July 11, noon. Garcesgana unsuccessful in forming cabinet. Nonpolitical Coalition Ministry reduced to seven members announced this evening with Pedro Blanquier as Premier and Minister of Finance. As Director General of State Railways he showed great administrative ability and the strength of the present cabinet lies exclusively in him.
