The Ambassador in Brazil (Morgan) to the Secretary of State

97. Brazilian Foreign Office has sent identical telegraphic instructions to Ambassadors in Washington and London to inquire from the American and British Governments whether one or the other is in a position to sell to the Brazilian Government two light fast cruisers which can be used for protecting national interests at home and for training seamen on board battleships Minos Geraes and São Paulo which it is the intention to scrap. Brazil is not in a position to enter into a regional disarmament agreement with Argentina and Chile unless she acquires cruisers in substitution of the ships on which their crews can continue training.
