The Secretary of State to the Ambassador in Brazil (Morgan)
A copy of the air mail despatch addressed to the Secretary of State on December 11, 1931, by the Ambassador at Rio de Janeiro regarding a discount of fifty per cent on consular fees to shippers by the Lloyd Brasileiro Navigation Company, was forwarded for their information to the United States Shipping Board on January 20, 1932. There is enclosed for the information of the Embassy a copy of a reply dated February 4, 1932, from the Chairman of the Shipping Board,6 in which the statement will be observed that, because of the comments in the Embassy’s despatch regarding the possibility of retaliatory measures, the matter will be given further careful consideration by the Shipping Board and if it should be decided to proceed under the provisions of Section 26 of the Shipping Act of 1916, a further communication on the subject will be addressed to the Department.
