64. Department’s telegram No. 45, December 8, 6 p.m. Had satisfactory conference with Schüller who has agreed in principle and to methods proposed. He assures me of his cooperation and will push matter energetically. Cannot urge too strongly that way be paved to secure Senate’s ratification, during present session, of supplementary article as soon as Austrian Government has ratified it and approved proposed exchange of notes.

[Paraphrase.] In view of the economic conditions now prevailing in Central and Southeastern Europe, which have resulted in increasing opposition here to most-favored-nation clause, I consider treaty more important to us than to Austria and feel that it is extremely advisable to effect exchange of ratifications at the earliest possible date. Progress of negotiations will be reported to Department by telegraph. [End paraphrase.]
