The Minister in Austria (Stockton) to the Secretary of State

[40.] My telegram No. 38, August 29, 4 p.m. Schüller has confirmed in informal memorandum Austrian Government’s position proposing [Page 858] exchange of notes to contain reservation and 4–year term from exchange of ratifications, apparently assuming that ratifications could be exchanged about February. He reiterates that Austrian Government’s desire to shorten term is independent of ultimate fate of Senate reservation, apparently meaning whether Senate should withdraw or Austrian Parliament should fail to approve reservation. He has however twice assured me that reservation was immaterial to Austrian Government.
