Sir: I have the honor to refer to the
Department’s instruction No. 254 of October 23, 1929, directing that a
treaty of naturalization be proposed to the Albanian Government, and
that pending the signature of such treaty an informal agreement be
entered into providing that persons born in the United States of
Albanian parents, while maintaining their residence in the United
States, will be allowed to visit Albania, temporarily, without being
held liable for military or other national service.
There is transmitted herewith five copies of a translation of a note
giving such assurance received from the Albanian Minister for Foreign
Affairs.

Mr. Chargé d’affaires: I have the honor to
acknowledge the receipt of your letter of March 6 of this year under
No. 272, advising me that pending the conclusion of the Treaty of
Naturalization proposed by the Honorable Government of the United
States of America to the Eoyal Government, the two countries should
enter into a temporary understanding providing that persons born in
the United States of America of Albanian parents, while maintaining
their habitual residence in the United States, will be permitted to
visit Albania, temporarily, without being held liable for military
or other national service.
I have the honor to inform you that the Royal Government accepts this
proposal and adds that this understanding will be of reciprocal
character and applicable only to persons who have performed, after
they have attained their 18th year, no act of allegiance to the
country to which their parents owe allegiance.
