109. Embassy’s despatch 1622, February 3.1 I have learned informally that the Afghan Minister desires to call on me in the near future to discuss the question of recognition.
Unless otherwise instructed I propose to receive him and to say only that I will report the matter to my Government. An expression of the Department’s views would be appreciated.
