The Minister in Honduras (Lay) to the Secretary of State

39. The following telegram has been sent to the Legation at Managua:
February 21, 9 a.m. Your February 20, 4 p.m. Under instructions of the Department action was taken by me in accordance with paragraph 3 of Department’s telegram No. 19, February 19, 5 p.m., to you before I received your telegram of February 20, 1 [4] p.m.15a President of Honduras accepted my informal suggestion and issued statement to press as follows:
“The Government of Honduras will increase its regular forces now patrolling our Nicaraguan frontier to the proportions necessary [Page 798] to provide complete protection for the Commission against any attack of the malefactors”.
This statement was published this afternoon in local newspaper as a reply to a question in an interview with a reporter. The Honduran Chargé at Managua has been instructed to communicate it to the Nicaraguan Government also.
