The Paraguayan Minister for Foreign Affairs (Zubizarreta) to the Secretary of State and the Diplomatic Representatives of the American Republics in Washington

My Government thanks you for the concern and friendly interest shown in the cablegram which I had the honor to receive, and which coincides with its desire for peace and aspirations for harmony. My Government is confident that the approaching conferences for the study of a pact of nonaggression will permit of considering in a spirit of justice the controlling reasons for the present situation in the Chaco, and that it will be possible to arrive at such an agreement on the basis of the recognition of and respect for the rights of my country and of the juridical regime disturbed by the present military occupation by Bolivia.

[The inaugural meeting between the delegates of Bolivia and Paraguay to discuss a nonaggression pact was held at the Pan American Union on November 11. The delegates of Bolivia not having arrived at that time, it was agreed that the Assistant Secretary of State, Mr. Francis White, should call another meeting of the neutral representatives [Page 771] and the delegates of Bolivia and Paraguay.
