The Minister in Bolivia (Feely) to the Secretary of State

127. The reply of the Bolivian Government to the neutrals’ notes of October 4th99 was received at 10 p.m. last night and is published in the local papers today. Bolivia accepts the suggestion that the conference begin on November 11th. Finot will probably leave here October 30th and arrive in Washington about November 17th. Text of note follows.1
