Department assumes from your 99, September 30, 8 p.m. and 101, October 7, 6 p.m.,90 that Paraguay accepts to be represented at the first meeting to consider the non-aggression pact on November 11.

Has any indication been given regarding Paraguayan response to the suggestion of the neutral representatives that forces in the Chaco be confined within the limits of their respective forts? Affirmative answers to these two notes will be very helpful at this time.
