The Secretary of State to the Minister in Bolivia (Feely)85
52. Please present the following note to the Bolivian Government on next Monday September 21st on behalf of the neutral representatives in Washington:
“The representatives in Washington of the neutral Governments have learned with great pleasure that both Bolivia and Paraguay have accepted the suggestion of their Governments to authorize duly accredited representatives to study and draw up a pact of non-aggression in the Chaco in order to maintain peace and tranquillity there until negotiations can be entered into which will carry the territorial controversy to an equitable and final ending. In view of this the neutral representatives suggest that the first meeting take place at Washington on Thursday, October 1st, and accordingly have the honor to suggest that the Bolivian Government instruct its representative in this sense. A similar proposal is being made to the Paraguayan Government.”
