The Minister in Bolivia (Feely) to the Acting Secretary of State

79. Department’s telegram No. 32, July 10, 4 p.m. Press reports unofficially acceptance in principle by Bolivia of Argentine offer of mediation for amicable settlement of recent incident and renewal of relations. Bolivian Government has shown no disposition to inform neutral or other representatives here as to terms of Argentine offer or as to Bolivia’s attitude toward a settlement. Press despatches from Asunción report acceptance of Argentine offer by Paraguay. I am informed by reliable sources that at the meeting held on July 1st and referred to in Legation’s telegram No. 6580 a proposal was made to request the mediation of the neutral governments in the settlement of the Ynsfran incident, but that it was defeated. Under these circumstances I have thought it inadvisable to take any further step without instructions. Other neutral representatives here seem to be entirely without information or instructions from their governments.

Another clash, between Paraguayan and Bolivian patrols took place on July 11th with no casualties.
