61. My 59, June 25, 4 p.m. I have ascertained that the Papal Nuncio was [not?] consulted with regard to the Bolivian reply reported in my 60, June 26, 7 p.m., or in any other important respects …

With the exception of La Razon, which is regarded as the administration mouthpiece, the local press made no comment on the situation. La Razon stated that Paraguay did not have the slightest intention of settling anything, that the solution will not be produced by Paraguay, that Bolivia’s patience is exhausted, its optimism gone, and that “we know that there is only one method, which sooner or later must decide.” The Paraguayan Minister told me that he was not going to report this by telegraph, in order not to prejudice the present delicate situation.

Last night I learned … that orders had been received at the military aviation school at La Paz to prepare planes to go to the Chaco in case of necessity and that everything is in a state of readiness.… I also learned that there is considerable pessimism in military circles as to an amicable settlement of the present difficulty.
