The Acting Secretary of State to the Chargé in Paraguay (Horn)

22. Your 62, June 25, 3 p.m.69 Cable text of Bolivian and Paraguayan notes. This matter has been discussed with the neutral representatives in Washington who deplore as does this Government making this matter an incident of such importance that it may threaten suspension of diplomatic relations between Bolivia and Paraguay. Paraguay has been endeavoring to have the Chaco matter discussed with Bolivia in Washington and now that the neutral governments have again taken the matter up and have paved a way for this it would seem to be exceedingly shortsighted to do anything which might prevent the carrying out of the good offices. Please discuss the matter with the Minister for Foreign Affairs and counsel moderation and point out the advantages of adopting a conciliatory attitude so that the negotiations can proceed. Keep the Department fully informed by cable.
