45. Your 38, June 23, 2 p.m. Bolivia has formally and categorically refused to consider the question of double arbitration. The Department does not consider it advisable to make such a proposal as it would most surely be rejected and would very likely prevent a serious discussion by Bolivia of the settlement of the Chaco dispute.
