61. My 60, June 23, 11 a.m.⁶⁷ Reply of Paraguayan Government dated yesterday and delivered to Bolivian Minister this morning expresses regret that Bolivia’s request for discrediting Ynsfran should have been coupled by threat to suspend diplomatic relations. Paraguayan note considers incident complained of as of slight consequence and refuses to comply with Bolivia’s request. I am told text of both Bolivian and Paraguayan notes will be published in today’s papers.
