38. This Embassy’s despatch No. 3600 dated May 20.64 Yesterday, at the weekly diplomatic audience, the Minister for Foreign Affairs again pointed out that the dangerous tension which existed between Bolivia and Paraguay was increasing. He is of the opinion that measures should be taken to induce Bolivia and Paraguay to accept the double arbitration set forth in that despatch. While the Minister did not say so, Brazil is evidently prepared to assume some interested part in the [proposed?] reconciliation which it declined to do at the time of the appointment of the neutral committee.
