The Secretary of State to the American Diplomatic Representatives in Colombia, Cuba, Mexico, and Uruguay

The Department received about 10 days ago from the Legation in Asunción a note from the Minister of Foreign Affairs dated April 20, in which Paraguay renewed its acceptance of the offer of the neutrals of October, 1929, and stated that now that there is a constitutional Government in Bolivia it thought the time had come to know whether the good offices were to be carried out or not. Similar notes were sent to the representatives of the other neutral Governments in Asuncion except Colombia which has no mission there. The note to Colombia, however, was transmitted through the Paraguayan and Colombian Legations at Buenos Aires.

A meeting of the neutral representatives was held in the Department on June 2; the matter was discussed and it was decided to draw up a note to Bolivia and a reply to Paraguay; to submit these to the neutral Governments and if they agreed on the terms thereof, that agreement would then be made regarding a date on which the notes would be transmitted to the two Governments concerned. Subsequently the Department received from the Bolivian Minister the text of the circular of April 11 from the Minister of Foreign Affairs of Bolivia,57 and this was taken into account in drawing up the notes. At a meeting in the Department today, the diplomatic representatives of the four other neutral Governments agreed with the Department on the text which is transmitted to you herewith. Please give a copy of it to the Government to which you are accredited. The diplomatic representative in Washington will cable his Government regarding it. Please cable any observations of the Government and if it finds the note acceptable as it is please so inform the Department.
