The Ambassador in Brazil (Morgan) to the Secretary of State

27. Your 28, May 5, 4 p.m.48 The following is strictly confidential for the Secretary.

Yesterday the Brazilian Minister for Foreign Affairs inquired if the Department would regard with favor a suggestion to cooperate with the Government of Brazil in proposing a plan to harmonize the interests of Bolivia and Paraguay on all matters on which they disagree and which occasion recurring friction. If agreeable to the Department the Minister would propose that the Department prepare a draft proposition which when accepted by Brazil should be presented simultaneously and in the same form by the Governments of the United States and of Brazil to Bolivia and Paraguay. Only the Governments of the United States and of Brazil should take this action, and until the approved proposition is submitted to the Governments of Bolivia and Paraguay knowledge thereof should not be made known in any way to any South American or Central American government.

I transmit this suggestion to you at the request of the Minister.
