The American Observer at Bangkok (Caldwell) to the Secretary of State

My November 12, 10 a.m.37 Statement was made on invitation of President who stated that all delegates having made statements, Conference would welcome statement of American observer regarding experience in enforcing prohibition. I made a brief introduction referring especially to evidence contained in statement of each delegate that there is very great illicit traffic under all systems. President expressed thanks for clear and frank statement. So far no hostile criticism, some expressions of approval of this definite statement of our position.
Illicit traffic is being discussed in private session and statement made there cannot be given to press.
