The Chairman of the American Delegation (Caldwell) to the Acting Secretary of State

45. Department’s 22, July 13, 5 p.m. Will discuss convention with Wilson in Berne today. Text was finally approved yesterday and signed by the following 28 countries: Austria, Belgium, Bolivia, Canada, Chile, Costa Rica, Cuba, Czechoslovakia, Denmark, Ethiopia, France, Germany, Great Britain, Guatemala, Hejaz, India, Italy, Japan, Mexico, The Netherlands, Panama, Paraguay, Portugal, San Marino, Siam, Switzerland, Uruguay, Venezuela.

Several other countries including Egypt and the Argentine anticipate signing today.

Am telegraphing full text of the convention in clear with the exception of chemical formulae. Summary of the final act and protocol of signature being telegraphed.9 Full text of these will only be telegraphed if Department instructs.
