17. Made statement in Limitation Committee, June 13, to the effect that:
- (1)
- Quota plan in original form unacceptable to United States;
- (2)
- That if sufficiently changed to be satisfactory it would no longer be in reality a quota plan, and that
- (3)
- Delegation considered principle of Franco-Japanese plan a more a basis of [acceptable] and practical basis for a convention. I referred again to our hope that any convention concluded would include provisions for the limitation of raw materials available to factories and the consequent limitation of all derivatives.

- The delegation placed before the Conference amendments to the first 16 articles of draft plan referred to in my telegram No. 13, [Page 660] June 10, 11 p.m. [a.m.], with explanatory statement. Copies of speech, articles and explanation by open mail.99
